The Agenda identifies groups of countries in special need least developed countries, Africa, landlocked developing countries, small island developing countries and countries with transitional economies.

A number of countries had established courts or separate sections of a court in family law (34 countries), labour law (38 countries), trade law (25 countries) and traffic law (22 countries).

Different countries and groups of countries have diverse interests.

Of the 41 countries identified as heavily indebted poor countries, 29 are least developed countries.

In general, law enforcement officials who had been found guilty by the court or tribunal of inflicting, instigating or tolerating any act of torture were subject to fine (36 countries) censure (27 countries) reduction of rank (34 countries) reduction of remuneration (25 countries) transfer from law enforcement agency (21 countries) suspension (24 countries) termination of employment (41 countries) and some other system of punishment (22 countries).

Some countries reported that there were courts or separate sections of a court for telecommunications law (10 countries), social law (18 countries), fiscal law (15 countries), environmental law (11 countries), town planning law (12 countries) or immigration law (12 countries).D. Many developed countries and a number of developing countries were both capital exporting and capital importing countries.

Regarding the provision of technical assistance, the most frequently offered was the exchange of experience (25 countries) training (11 countries) research (10 countries) and legal reform (14 countries).

22.4 The activities of the regular programme of technical cooperation are geared towards the needs of developing countries, least developed countries, countries with economies in transition and countries emerging from conflict.

The international community should give priority to the question of development since most of the countries of origin and countries of asylum were developing countries.

The needs of developing countries and countries in transition have changed.

In many countries, courts or separate sections of a court were established in the fields of juvenile justice (35 countries), civil law (43 countries) and administrative law (35 countries).

Delegations of countries with advanced capabilities, including some developing countries, described programmes to provide assistance to developing countries.

These countries, recognized as pivotal countries of SSC, have become important providers of technical cooperation.

The landlocked developing countries were among the most vulnerable countries of the world.

Among the least developed countries, 17 out of 50 countries reported such statistics.

Of the 39 countries reflecting increases, all but one are low income countries.

Out of these, 8 are from developed countries and 14 from developing countries.

Developed countries should fulfil their commitments to support the efforts of developing countries.

C. Significant experiences of other developing countries and countries with economies in transition

The developed countries undoubtedly bore much of the responsibility for the marginalization of the poor countries.

33. The policies of the wealthy countries were the cause of poverty in the developing countries.

The current trends and patterns of drug abuse and traffic have made difficult the categorization of countries as producer countries, transit States and consumer countries.

Other traffickers arrested for heroin trafficking were from countries of the former Yugoslavia, other European countries, countries in Africa and the Islamic Republic of Iran.
