North and South Korea must begin the work of reconciliation and community building on their own initiative, as France and Germany did in 1952. Economics must once again outflank politics, with trade, investment, tourism, and technology transfer intensifying across the 38th Parallel.

We recognize that an unstable government can swing back to uncompromising intransigence. It will try to erode our support by infiltrating our protests with loyalists who will carry the virus of defeatism, and it will seek to outflank us by appealing to ordinary, hard working Ukrainians, worried about feeding and clothing their children, that a tottering economy needs stability to be saved.

Vietnam differed from Korea and Malaya, where containment and counterinsurgency prevailed, because the communists could outflank allied forces in South Vietnam by using neutral territory in Cambodia and Laos. Like the PLO presence in Lebanon until 1982, this strategy plunged hapless host countries into civil war and provoked invasions by stronger powers, in turn spurring more extremist movements the Khmer Rouge, Hezbollah, and Islamic Jihad.
