Two options based on the midterm recalculation described above are presented for consideration.

41. The proposal on annual recalculation was unacceptable, since it would create greater instability in the scale.

The Committee noted the Secretariat s opinion that the introduction of annual recalculation would require amendment of rule 160.

This represents the first time UNDP has undertaken a full recalculation of TRAC 1.1.1 earmarkings within a programming period.

The Committee also noted that specific reference was made to annual recalculation in General Assembly resolution 52 215 C.

It is therefore particularly important to ensure methodological consistency and financial comparability between the initial calculation and the midterm recalculation.

Other members considered that it was more likely that annual recalculation would lead to an annual renegotiation of the scale.

Against this background, and taking into consideration that the current recalculation exercise represents the first ever midterm recalculation of TRAC 1.1.1 earmarkings, UNDP recommends the adoption of option 2, which provides 39 countries, 38 of which are low income countries, with upward revisions to their initial annual TRAC 1.1.1 earmarkings.

In 1994, when confronted with a similar situation in Geneva, the Board sought and obtained temporary assistance funds for the recalculation of benefits.

In order to obtain a complete overview, further clarifications had to be sought during the hearings to confirm the accuracy of the Committee's manual recalculation of data.

Others considered it more likely that annual recalculation would lead to an annual renegotiation of the scale and would make Member States' assessments less stable and predictable.

His delegation believed that an annual recalculation of the scale would tend to cause greater instability and that yearly negotiation of the scale would become unnecessarily tedious.

80. The Committee noted that annual recalculation of the scale of assessments would have financial implications, as it was likely to increase the workload of the Secretariat.

Although this appropriation was amended by the General Assembly in resolution 59 269 of 23 December 2004, this was not a revision based upon a recalculation of costs.

At least one of these latter Parties used for the recalculation a method different from that used for estimating the base year inventory, yet without recalculating the baseline.

Some members supported annual recalculation of the scale, which, in their view, would better approximate Member States' capacity to pay and make increases in rates of assessment more gradual.

To avoid this complication the recalculation has to be carried out in a consistent and transparent way, so that the baseline and target year estimates are de facto comparable.

Italy s economic performance also looked better than previously assumed, necessitating an additional payment. Italian Prime Minister Matteo Renzi duly joined the chorus of outrage, calling the recalculation a lethal weapon.

Annual recalculation of the scale would lead to an annual renegotiation of the scale, undermining its stability and predictability, and the proposal in that regard should be treated with caution.

74. The Committee noted that, while the subject of annual recalculation had been discussed in a number of forums, the practical implications of the proposal had not been fully explored.

UNDP conducted the midterm recalculation of TRAC 1.1.1 earmarkings in accordance with the distribution methodology approved in decision 2002 18 for the 2004 2007 programming period in order to ensure methodological consistency.

The Committee recalled that it had first considered the proposal for automatic annual recalculation of the scale in 1997 and had revisited the question on a number of occasions since then.4

A number of members doubted that annual recalculation would remain a simple technical exercise and felt that it would be likely to lead to a full renegotiation of the scale each year.

73. The Committee recalled that it had discussed the question of annual recalculation of the scale of assessments at its fifty seventh session and that members had had differing views on its merits.

This recommendation also recognizes that a full review of the current TRAC 1.1.1 distribution methodology, including the current midterm recalculation, be undertaken during the preparations for the programming arrangements for the period 2008 2011.

Continue the automation of the benefit processing system under recalculation and revision processes which involve complex situations, such as survivors' benefits with current and former spouse, children and orphan benefits and intricate two track entitlements.
