The Transitional Government of Haiti prepared a two year transitional programme from July 2004 to September 2006.

After adopting its agenda and rules of procedure, it considered ways and means of implementing its mandate over the entire transitional period starting from 31 October 2005 and not lasting more than 12 months.

An operational CTED will allow the Committee to catch up on the unfortunate backlog of reports from States that has been developing in the transitional period. That is a key priority for the Committee.
