The Government provided replies to two of the appeals, one of which is summarized in the following paragraph.

The number of responses received in 2004 was below that received in the second reporting period (2000 2002) (117 responses).

To encourage a greater response rate, the United Nations prepared an abridged version of the questionnaire a month later, 15 additional countries submitted responses.

The Secretary responded to a question posed by the representative of China.

During the first reporting period, 48 per cent of the States responding had such laws during the second reporting period (when more States replied), 52 per cent had such laws.

The Chinese delegation appreciates the action of making the response. This is because a late response is better than no response at all.

Eighty nine per cent of the States replying (compared with 91 per cent for the second reporting period and 80 for the first) responded in the affirmative (see figure IV).

The answer's complicated. It's the occasion for a whole other talk.

The NGO was given five working days to respond to the questions of his delegation, but it did not.

One reply was submitted as a joint document from three different delegations.

While in previous years a large number of Governments abstained from responding, this year, all the Governments have responded except one, from whom a reply is expected soon.

The response rate was 57 per cent (109 replies submitted) for the reporting year 2003, 55 per cent (106 replies submitted) for 2002, 54 per cent (103 replies submitted) for 2001, 41 per cent (80 replies submitted) for 2000, 49 per cent (94 replies submitted) for 1999 and 58 per cent (112 replies submitted) for 1998.

We still await the reply of the States which have asked for additional time to give their replies, and we have been waiting for more than a month.

The answers are of various types, and again vary in detail.

Replies were also received from 10 international organizations their replies are summarized in section III of the present report.

However, the main problem remained the low response rate from States retaining and enforcing capital punishment at the end of the survey period responses were received from 9 out of the 62 and only 5 of these were in full.
