123 States responded to Part I of the Guidance on the threat assessment 124 States responded to Part II on the Consolidated List 131 States responded to Part III on the financial and assets freeze 117 States responded to Part IV on the travel ban 113 States responded to Part V on the arms embargo, and 97 States responded to Part VI on the need for assistance.

Eighty nine per cent of the States replying (compared with 91 per cent for the second reporting period and 80 for the first) responded in the affirmative (see figure IV).

The number of responses received in 2004 was below that received in the second reporting period (2000 2002) (117 responses).

During the first reporting period, 48 per cent of the States responding had such laws during the second reporting period (when more States replied), 52 per cent had such laws.

Only 48 per cent of the respondents had, during the third reporting period, sent or received such requests, compared with almost 60 per cent of respondents during the second period.

A total of 64 countries or territories submitted replies for the First Survey.

Replies were also received from 10 international organizations their replies are summarized in section III of the present report.

The Government provided replies to two of the appeals, one of which is summarized in the following paragraph.

Figure VII presents a comparison of the responses provided by the 67 Governments that replied in both the second and the third reporting cycle regarding the introduction of penal sanctions.

Twenty five per cent of the respondents, compared with 30 per cent in the second reporting cycle, had not yet implemented the INCB recommendations, whereas 4 per cent of the Governments did not reply to the question.

. In all but four of the responding States that principle was respected.

But they wouldn't give me an answer.

A total of 93 States submitted replies for the third reporting period (2002 2004), compared with 109 and 114, respectively, for the first and second reporting periods.

The response rate for the third reporting period (2002 2004) was lower than that for the second reporting period (2000 2002) but similar to that for the first reporting period (1998 2000).

Cumulative figures have also been used to assess the number of States that have revised, simplified or strengthened procedures in each area since the special session, by reviewing answers to the first, second and third questionnaires or to the second and third questionnaires only when the question was introduced only in the second questionnaire.

The reply to the Committee's questions is provided by article 7 of the recently promulgated Money Laundering Act, mentioned in the response to subparagraph 1.1.

This compared with 70 per cent of responding States in the second reporting period and 49 per cent in the first.

A total of 81 responses were received for the preparation of the first biennial report 1998 2000 (E CN.7 2001 2), which, following the forty fourth regular session of the Commission, was revised to incorporate a further 28 replies.

Figure VIII presents a comparison of the responses regarding international cooperation provided by the 67 Governments that replied in both the second and third reporting cycles.

To encourage a greater response rate, the United Nations prepared an abridged version of the questionnaire a month later, 15 additional countries submitted responses.

For these reasons, an alternative solution has been suggested (see Part IV, alternative 2, for articles 3, 4 and 5 (at the end)).
