The Section apos s staff resources comprise 24 Professional and 37 General Service staff (11 Professional and 25 General Service posts funded from the regular budget and 13 Professional and 12 General Service posts funded from the support account), organized in 10 clusters.

The ICSC secretariat had reduced its strength by 1 Professional and 1 General Service staff member from the biennium 1994 1995 from its resources of 11 Professional and 13 General Service staff.

(a) Delayed recruitment factors for both New York and Geneva for 2006 and 2007 have been applied to continuing Professional posts (95.1 per cent), new Professional posts (50.0 per cent), continuing General Service posts (98.5 per cent) and new General Service posts (65.0 per cent)

The Advisory Committee sought clarification as to the high ratio of General Service to Professional posts (76 General Service and 80 Professional posts are proposed for 2006 2007).

The 2006 2007 budget proposes to reduce one professional and one general service post.

In total, 245 posts are proposed for funding from the support budget (71 international Professional, 43 national Professional and 131 General Service posts). This represents an addition of two international Professional, five national Professional and two General Service posts.

In total, 228 posts are proposed for funding from the support budget (70 international Professional, 24 national Professional and 134 General Service posts). This represents an addition of two international Professional, three national Professional and six General Service posts.

In total, 168 posts are proposed for funding from the support budget (52 Professional, 31 national Professional and 85 General Service posts). This represents an addition of three international Professional, two national Professional and one General Service posts.

The total number of professional posts would increase from 246 to 251, while general service posts would decrease from 173 to 166, reflecting the call to reduce the ratio of general service to professional posts.

In this connection, the Committee was informed that the ratio of Professional to General Service category posts had increased from 0.87 Professionals to 1 General Service in 2000 2001 to 1.05 Professionals to 1 General Service for 2006 2007, with many of the General Service category posts performing support functions other than secretarial work, such as drivers, cleaning and maintenance staff.

At the time of the preparation of the present report, a total of 37 posts (33 Professional and 4 General Service) remained unencumbered, reflecting actual vacancy rates of 17.2 per cent and 8.3 per cent for Professional and General Service posts respectively.

The Centre has a staff of 88 professionals and 93 general service staff members.

10. The revised staffing table for 1998 comprises 646 assessed budget posts (not including 14 judges) and 8 extrabudgetary posts. This represents an increase of 75 assessed budget posts (47 Professional and 28 General Service), as follows 2 General Service posts for the Chambers, 21 Professional and 6 General Service posts for the Office of the Prosecutor and 26 Professional and 20 General Service posts for the Registry.

The General Assembly decided upon a vacancy rate of 6.4 per cent for both Professional and General Service posts.

This includes the downgrading of two professional positions and the elimination of eight professional and two general service positions.

In total, 416 posts are proposed for funding from the support budget (105 international Professional, 57 national Professional and 254 General Service posts). This represents a net increase of nine posts over the 2004 2005 biennium (407 posts), consisting of three international Professional, two national Professional and four General Service posts.

(b) That the Mission, to the extent possible, recruit National Officers and national General Service staff locally to fill international Professional and General Service posts

The level of common staff costs has been set at an average 56.5 per cent of net Professional salaries and 32.3 per cent of General Service salaries for 2006 2007.

6. Financial Management Information System (FMIS) should be modified to provide for common staff costs percentages separately for general service and professional staff.

Two specialised public prosecutors have been assigned the task of combating terrorism in general.

The High Commissioner delivered an opening statement as the basis for the general debate.

37. For the Office of the Prosecutor, staffing requirements for 1999 comprise 382 posts (246 Professional and 136 General Service), including the addition of 104 posts (63 Professional and 41 General Service) (ibid., tables 7 and 8).

At present, of its 22 staff members, 9 are professionals, 1 is an associate expert and 12 are general service staff.

(f) Align the language recognition parameters for the Professional and General Service categories.

Furthermore, the Committee notes that the ratio of General Service posts to Professional posts would be reduced from 1.7 to 1.3.

24. For the Registry, the staffing requirements in the revised budget for 1998 comprise 331 posts (146 Professional, 101 General Service and 84 Security personnel), including 46 additional posts (26 Professional, 7 General Service and 13 Security personnel).

In total, 201 posts are proposed for funding from the support budget (55 international Professional, 28 national Professional and 118 General Service posts). This represents a net increase of four posts over the 2004 2005 biennium (197 posts) resulting from an addition of five international Professional, a decrease of five national Professional and an increase of four General Service posts.

The Committee will recommend that the High Commissioner avoid classifying UNHCR programmes as special and general.

Consequently, its staff was reduced by three professionals and six general service staff members.

Regulation 5.3

The Tribunal continued the recruitment process for both Professional and General Service staff.
