The hope was expressed that consensus could be reached on the issue by the Working Group at its next session.

Hosting a group of participants in the conference from more than 25 countries visits to completed projects organization and mobilization of social actors in advocacy for access to water resources.

Participants regretted the absence of the Organization of African Unity (OAU) and requested it to take up the question.

In her closing statement, the Chairperson Rapporteur congratulated the participants on the work accomplished and reminded them that consultations among members of the Working Group would be continued during the forty ninth session of the Sub Commission.

IV. FUTURE WORK A number of issues were suggested for consideration during the upcoming deliberations of the Working Group.

It was pointed out that the main criteria to be respected in organizing additional consultations were informality and expertise of discussions, and broadly based participation therein.

Reference was made to the increasing number of smaller groups involved in transnational organized crime.

It was suggested that it might be proper for the Working Group to reconsider the scope of article 5.

Participants included representatives of the ministries, women's associations, human rights organizations, and donors.

Each panel was followed by a discussion open to all participants.

These were attended on average by 25 to 50 participants, representing various intergovernmental, non governmental and other professional organizations, as well as individual scholars and practitioners, all with a high level of expertise in the subject matters discussed.

Participants welcomed Mr. Filali's report, several agreeing with the suggestion that a working group be constituted to finalize the guidelines, and the terms of reference of that working group were discussed.

Participants included UNHCR, UNICEF, ICRC and involved non governmental organizations.

Financial assistance made it possible for 22 indigenous participants to attend the fourteenth session of the Working Group on Indigenous Populations and for 4 such participants to attend the second session of the working group established in accordance with Commission on Human Rights resolution 1995 32.
