23. We recognize the high susceptibility of the region to natural disasters that can reverse the progress in the achievement of the MDGs and therefore reiterate the need for the region to enhance their cooperation to establish multi modal early warning systems for natural hazards, which are fully integrated with local communities and allow for effective quick responses to such hazards including on rehabilitation and recovery.

The view was expressed that, in addition to its use in disaster response, the Charter should also be activated for the prevention and forecasting of disasters.
