The services will be provided through a network of UNIDO Desks located within the UNDP office and be staffed with one Professional staff member, who will perform the functions of an Industrial Development Officer.

General Service staff to support the Professional staff members will be provided by UNDP in accordance with the Cooperation Agreement.

Governments can provide funding, real estate, staff and a special designation as tax abated enterprise development zones.

Operating Funds UNDP and UNDP Trust Funds

Discussions with the respective UNDP Resident Representatives also focused on the substantive aspects of programme development as well as on the operational interaction between the UNDP Resident Representatives, the Head of UNIDO Operations, the Regional Bureau and staff members in the technical branches at UNIDO Headquarters.

In addition to the above, the Articles of Agreement establishing the IsDB require that, in contributing to the economic development and social progress of its member countries, the IsDB should operate within a framework of sound banking principles.

A detailed operational guideline is under preparation to enable UNDP Resident Representatives, the Regional Bureaux, the Heads of UNIDO Operations, and staff in the technical branches to gain a common understanding of the operational functions and required interaction between them.

UNDP and UNFPA contribute actively to UNDG efforts to respond to requests from Member States to simplify and harmonize programme and operational procedures.

4. The budget of the ICSC secretariat for the biennium 1996 1997 was 10.91 million and this provided for 46 posts (21 Professional and 25 General Service).

The government services are complemented by a wide range of private practitioners.

The ICSC secretariat had reduced its strength by 1 Professional and 1 General Service staff member from the biennium 1994 1995 from its resources of 11 Professional and 13 General Service staff.

UNFPA has held discussions on the service level agreement with UNDP with the aim of reviewing the performance indicators and cost drivers of the activities of UNDP Treasury.

Together with the United Nations Office for Project Services, UNDP continued to implement community activation programmes, that help communities to start small scale businesses.

35. It is UNDP that established a policy of not recruiting government officials as national professional project personnel.

Staffing of the office of the Chief of Operations remains at the current level of two Professional posts and one General Service (Other level) post.

The Section apos s staff resources comprise 24 Professional and 37 General Service staff (11 Professional and 25 General Service posts funded from the regular budget and 13 Professional and 12 General Service posts funded from the support account), organized in 10 clusters.

The past year also saw concrete follow up to the report of the Commission on the Private Sector and Development entitled Unleashing Entrepreneurship Making Business Work for the Poor , presented in March 2004 under the auspices of UNDP.
