The GUUAM Group associate itself with the statement delivered by the Chairman of the Group of Eastern European States on the issue of the reform of the Security Council.

We also believe that the Eastern European Group, given the growth in its membership in the past 15 years, has an equally legitimate claim, as do others, to an additional non permanent place on the Council.

The Conference of the Parties noted that the Eastern European Group currently had only one Party to the Convention and it therefore decided that it would be appropriate not to leave the second Bureau seat, to which that regional group was entitled, empty at the present session, but rather to fill it.

I refer specifically to the existence of the Group of Eastern European States.

The first meeting will be chaired by a representative of the Eastern Group, the second by a representative of the Group of Non Aligned and Other States, and the third by a representative of the Western Group.

The Western Group will meet in room 1, the Group of 21 here in this room and the Eastern European Group in room C.108.

At its forty fifth session, the Committee may wish to elect the Chairman from the Group of Eastern European States in accordance with the agreed pattern of rotation for the post of Chairman, and the Rapporteur from the regional group that had occupied the post of Chairman the previous year, namely the Group of African States.

With that increase the African Regional Group would have seven members the Asian Regional Group would have six the Latin American and Caribbean Regional Group would have four the Eastern European Regional Group would have three and the Western European and Other States Regional Group would have five.

The Group of Western European and other States would have one additional permanent seat, with the Group of Eastern European States having one additional non permanent seat.

In 2004 Georgia, of the Group of Eastern European States, was the Chair and Israel, of the Group of Western European and other States, was Rapporteur.

The Chairman said that the Group of African States, the Group of Asian States and the Group of Eastern European States had nominated respectively Mr. Samy (Egypt), Mr. Hmoud (Jordan) and Mr. Zyman (Poland) for the posts of Vice Chairmen.

At least one of the parties to the agreement must be a member of such a group and the agreement must have been entered into by the group or by an individual representing the group.

The other group has a network of people that operates in an area that includes eastern and south eastern Asia, Southern Africa, the eastern coast of Africa and the Horn of Africa.

The representatives of the Bahamas (on behalf of the Group of Latin American and Caribbean States), Indonesia (on behalf of the Group of Asian States), Belgium (on behalf of the Group of Western European and Other States), Morocco (on behalf of the Group of African States) and Poland (on behalf of the Group of Eastern European States) also spoke.

As at 16 August 2005, the independent expert had received 117 responses 28 from the African Group of States, 26 from the Asian Group, 19 from the Eastern European Group, 24 from the Latin American Group, 20 from the Western European and other States Group and one from the Occupied Palestinian Territory.

Regional groupings, such as ASEAN, have collectively targeted complementary intra industry activities.

Given that neither model A nor model B take account of the proposal made by the Eastern European Group, my country deems them both unacceptable in their present form.

Any increase in the number of elected Council members must ensure a proportionally adequate representation of the Eastern European Group, which should be given at least one additional non permanent seat.

In keeping with the rotation among regional group, the President of COP 12 would come from the African Group.
