(iii) Establishment of a strict non fraternization policy and a curfew for military contingents

In January 1992, a state of emergency was declared and a curfew introduced in Kutaisi and several districts of western Georgia.

These closure regimes included night time curfews, severe restrictions on the movement of persons and goods, and frequent search operations within the areas.

Additional preventive measures have been put in place for military and civilian personnel, including the establishment of a strict non fraternization policy, the imposition of a curfew, the designation of off limits areas and in Mission training.

A strict closure was imposed on the West Bank and Gaza Strip, accompanied in the West Bank by an internal closure which confined Palestinians to their towns, villages and camps, and by curfews in several localities.

On 16 December 1991, a state of emergency was declared and a curfew introduced in the Meghri region of Armenia for a period of three months.

On 25 May 1997, a curfew was introduced in the capital.

UNRWA staff in the Gaza Strip continued to experience severe restrictions in their movements as a result of curfews and internal closures.

The restriction on freedom of movement that is imposed when a curfew is introduced, or when certain persons are prohibited from leaving a particular place, may under certain circumstances become a serious attack on personal liberty.

In October 1991, an indefinite night time curfew was imposed in the State of Kano.
