The States actively making use of such tools were mostly in the Americas, Europe and Oceania, and a few in Asia and Africa.

Of these, 40 are in sub Saharan Africa, 4 in North Africa, 11 in Latin America, 6 in the Caribbean, 5 in West Asia, 5 in East Asia, 8 in South east Asia and Oceania, and 5 in South Asia.

The figure in Oceania (two countries reported) was 50 per cent and in Asia 48 per cent.

But it would also be able to serve Europe, Africa, the Middle East and most of Asia and the Pacific Rim.

Regionally, in Europe 56 per cent, in Oceania 50 per cent, in Africa 37 per cent, in States in the Americas 31 per cent and in Asia 20 per cent of the States responding had done so.

There were few major regional differences, Africa being the region with the lowest percentage (31 per cent), followed by Asia (41 per cent), Oceania (50 per cent), the Americas (56 per cent) and Europe (65 per cent).

A greater proportion of States had reviewed their legislation in the Americas and Oceania (50 per cent, though only two States reported in the latter region) than in the other regions (Europe 27 per cent, Asia 23 per cent and Africa 16 per cent).

The Directory includes nearly 100 scholars from 22 countries, representing Africa, Asia and Oceania, North America, Western Europe and Middle Eastern States.

In Northern Africa, Southern and Western Asia and Oceania, they held less than 10 per cent.

The geographical distribution of responses remained largely unchanged between the second and third reporting periods (Africa, 19 per cent Americas, 19 per cent Asia, 28 per cent Europe, 32 per cent and Oceania, 2 per cent).
