A key question was whether discussions centred around distribution of benefits would take place only after there was a final product, or even prior to the development of a product.

Another issue that may need to be addressed is whether, given the fact that many EPPs of interest to developing countries are agricultural products, there should be an additional negotiating track for agricultural EGs.
