During its review of the management of human resources, the Board commented on continuing deficiencies in the evaluation of the credentials of individual consultants.

She stated that DHRM was also seeking ways to broaden the base of consultants and mechanisms to record the performance of consultants already used by the organization.

A number of cases have been successfully resolved by the Office of the Special Adviser, in collaboration with the Office of the Human Resources Management and the departments concerned.

60. During the first quarter of 1998, the Office of Human Resources Management reviewed the standard list of consultancy rates that had been established in the 1980s.

53. The Director of the Division of Human Resources Management responded that her Division had taken a number of steps to address the issue of consultancies, indicating that every effort is made to identify a suitable UNHCR staff member before a consultant is engaged.

The creation of the Office of the Special Adviser on Africa was an important measure to support the implementation of NEPAD, and one would like to think that the Office would be provided with the financial and human resources needed to fulfil its mandate.

86. Investing in human resources.

As at 31 December 2004, 272,556 had been spent on salaries of core Professional staff of the Institute (Director, Deputy Director, Training and Human Resource Development Adviser, Information Documentation Adviser and Administrative Finance Officer) leaving an outstanding balance of 107,744 for 2005.

In addition, I set up a human resources task force, which conducted an intensive review of the critical human resources issues facing the Organization.

PSD has a complex structure and considerable human resource issues.

2. Human resource management issues in the resident coordinator system

As regards the implications of the experiment for human resources management policies, no implications for human resources management policies have been noted thus far.
