134. The Act uses the modern day term worker , which covers manual and intellectual workers in the private sector and in the State sector.

It should be emphasized that the phenomenon of lower wages in the private sector than in the public sector only concerns manual workers apos wages, for non manual workers being higher in the private sector.

It is therefore essential that a strong HRD component should be developed in the Division, and that it should focus on the training of trainers.

The private sector can also have an important role to play in financing and participating in the power sector.

The Committee recommends that consideration be given to redeploying staff resources to the Unit from other areas.
