In this way it contributes towards the achievement of the broad development goals of the international conferences, particularly those contained in the Programme of Action of the 1994 International Conference on Population and Development.8 UNFPA is the main advocate for the goals of the Conference and encourages Governments to invest in human capital, since such investments have high rates of return and help to raise the productivity of the poor.

76. While UNFPA and the other agencies used standard common services agreements, they did not include performance targets or standards of service.

The goals set forth in the Millennium Declaration encapsulate a synthesis of the multidimensional aspects of development which affect vast proportions of population, especially in the developing countries.

Among these countries, including the world's two most populous countries, there is a good chance of achieving the global objective of halving the proportion of people living in absolute poverty by 2015.
