At the end of September 1998, unpaid assessments aggregated 2,507 million, including assessments within the 30 day due period.

Owing to this investment flow, net transfer to the region on a financial basis reached more than 13 billion, the highest level in the decade.

Total outstanding peacekeeping assessments at the end of September amounted to 1,701 million, excluding 101 million of recent assessments within the 30 day due period.

For Governments, the net outstanding advances of 19.6 million at the end of 1997 were more than double the 1996 net total of 9 million and for NGO projects the 9.1 million net outstanding advances were 37 per cent more than the 1996 net total of 6.7 million.

With regard to the timeliness of payments, it was not exceptional for a mere handful of States to have paid their contributions in full as of 30 September.

On that basis, the net unencumbered balance for the period from 1 July 1996 to 30 June 1997 amounts to 3,564,300 gross ( 1,999,400 net).

11. By its letter of 13 April 1998, the Advisory Committee concurred in the Secretary General s authority to enter into commitments in an amount of 12,844,900 gross ( 12,469,900 net) to meet the most immediate requirements of MINURCA for the period from 27 March to 30 June 1998.

17. As at 30 June 1998, total disbursements amounted to 113,031,696.

Consisting of 70 per cent grant and 30 per cent loan, the soft loans were repayable with a 5 per cent service charge over 12 to 24 months.

The outstanding advances on these projects totalled 2.8 million, which, after being offset by 0.6 million owed by UNFPA to Governments for these projects, represented a net balance of 2.2 million due to UNFPA.

Some countries in North Africa received together about 7 billion in portfolio investment and other forms of long term capital.

Net excess of expenditure over income was 26.7 million, although in many cases expenditure reflected disbursements of earmarked contributions received in previous years.

In addition, new peacekeeping assessments totalling over 1 billion were issued on 27 April 2005 and were still within the 30 day due period.

The student's loan is intended for satisfying the social needs of the student while the study loan is envisaged for the coverage of tuition fees.

The Committee recalled that many proposed measures to encourage the payment of arrears were tied to timely payment of assessed contributions, and in that context the Committee recalled and reaffirmed its earlier conclusion that it might be prudent to fix the deadline for timely payment from the date of issuance of the assessments, rather than from the date of their receipt, and to extend the deadline from 30 to 35 days.

12. At 30 September 1998, again excluding those assessments within the 30 day due period, the largest contributor owed some 61 per cent of total outstanding peacekeeping assessments, 9 of the 14 other largest contributors owed 17 per cent and 158 of the remaining 170 Member States together owed 22 per cent.

It amounted to 30,318,800 gross ( 29,080,800 net), inclusive of budgeted voluntary contributions in kind totalling 1,999,900 for two medium utility helicopters.

Net changes in these balances during 1996 1997 and commitments against them for 1998 1999 are summarized below (in United States dollars)
