The Committee recalled that many proposed measures to encourage the payment of arrears were tied to timely payment of assessed contributions, and in that context the Committee recalled and reaffirmed its earlier conclusion that it might be prudent to fix the deadline for timely payment from the date of issuance of the assessments, rather than from the date of their receipt, and to extend the deadline from 30 to 35 days.

Total outstanding peacekeeping assessments at the end of September amounted to 1,701 million, excluding 101 million of recent assessments within the 30 day due period.

Under the purchase agreement with Vendor B, ABC is required to pay the purchase price for the drill presses within ten days after they are delivered to ABC's plant.

With regard to the timeliness of payments, it was not exceptional for a mere handful of States to have paid their contributions in full as of 30 September.

17. As at 30 June 1998, total disbursements amounted to 113,031,696.

Payment was made for 1,312 work months for the period from 1 January to 30 June 1996.

30. Under UNFPA financial rule 114.7, the level of advances is currently limited to no more than a quarter s expenditure and section 1036 of the UNFPA Finance Manual states that quarterly advances should not be made until the account for the previous quarter has been received.

The amount of 683 million, outstanding on 30 September 1998, however, is unusually high and results in part from the major contributor not paying by 30 September 1998 some amounts which had been legislated for payment in its fiscal year beginning 1 October 1997.

The Fund is utilized to replenish the Emergency Fund and meet essential payments for projects, pending receipt of contributions pledged.

At 30 September 1998, again excluding those assessments within the 30 day due period, the largest contributor owed some 61 per cent of total outstanding peacekeeping assessments, 9 of the 14 other largest contributors owed 17 per cent and 158 of the remaining 170 Member States together owed 22 per cent.
