This is partly a problem of the lack of effective representation of SMEs in the process of government policy making.

This is a complex process, but SMEs do not always depend solely on themselves in their upgrading process.

Many of these can be addressed by judicious policies and actions initiated by Governments taking a holistic view of the enterprise development process.

The importance of developing a dynamic private sector through policies that facilitated the creation of small and medium sized enterprises was being increasingly recognized.
