With respect to the types of enterprises, one may distinguish between informal sector enterprises, essentially microenterprises, and enterprises in the formal sector, which include some microenterprises, SMEs and large firms.

The beginning of joint ventures abroad by manufacturing SMEs can be traced back to two different time periods depending on the size of firms (medium sized versus small enterprises).

Not just large Chinese enterprises but SMEs too are investing abroad.

Further, the quality and quantity of firm specific assets owned are also different between SMEs, and larger enterprises.

The exception is high technology SMEs, which more often start investing abroad despite a lack of international experience (UNCTAD 2005c).

In that sense, the situation is similar as in other forms of ownership.

Even many small and medium sized companies, including those in the developing world, cannot escape the need to stay alert to technological change.

While SMEs in the software sector are less export oriented in their OFDI activities, compared with larger ones, they are relatively more export oriented in the manufacturing sector.

Since, before the transition, the SME sector was by and large underdeveloped or in many instances did not exist at all (with the exception of informal activities), the enterprise behaviour of the nascent SMEs is not marked by planned economy habits and practices.
