The situation in Iraq is very unstable.

The situation in Iraq today is very different from that on which we reported in December 2004.

1. The Government of the Republic of Iraq has always endeavoured to explain its position in regard to the reports submitted by the Special Rapporteur on the situation of human rights in Iraq.

The Iraq Survey Group also reported that Iraq had not adequately explained and accounted for its VX production and weaponization.

56. Mr. Arda (Turkey), speaking in exercise of the right of reply, said that Turkey had never sought to invade Iraq, contrary to the allegations made by the representative of that country in his statement following the introduction of the report of the Special Rapporteur on the situation of human rights in Iraq.

Accordingly, I hope that the Security Council will support the Secretary General's call to the people of Iraq to exercise their democratic rights, as well as his call to the Iraqi authorities and all Iraqi political groups, to ensure the Iraqi people's participation, free from intimidation or threats to their security.

In this context, the situation in Iraq must necessarily occupy our consciences and our minds.

The situation with UNIKOM has been generally calm, although there have been tensions from time to time, such as reports of movement of Iraqi troops near the border with Kuwait and Saudi Arabia in August 1997.

The report provides an update on United Nations activities in Iraq since the Secretary General's last report of 8 December 2004, including, in particular, the support given by the United Nations to the electoral process and the Independent Electoral Commission of Iraq.

Regretting that the Government of Iraq has not seen fit to respond to the formal request of the Special Rapporteur on the situation of human rights in Iraq to visit Iraq, that there is now little in the way of even formal cooperation extended to the Special Rapporteur by the Government of Iraq and in particular that full replies have still not been given to the many questions the Special Rapporteur has put to the Government of Iraq in previous years,

23. Faced with the gravity of the situation, the Special Rapporteur sent a letter to the Government of Iraq on 1 July 1998 in which he requested that the Iraqi authorities carefully investigate both cases so as to clearly identify those responsible.

This account is the subject of separate financial statements that are issued for auditing and submission to the Security Council Committee established by resolution 661 (1990) concerning the situation between Iraq and Kuwait and the Government of Iraq.

Mr. Mavrommatis (Special Rapporteur of the Commission on Human Rights on the situation of human rights in Iraq) introduced his interim report on the situation of human rights in Iraq (A 58 338).

I have the honour to transmit to you the communiqué issued yesterday by the Government of Mexico concerning the situation in Iraq (see annex).

With respect to the situation in Iraq, the Kingdom of Saudi Arabia reaffirms Iraq's territorial integrity and Arab identity, and hopes that the fraternal Iraqi people will overcome their differences in order to achieve the desired objectives.

Deploring all violations of human rights and international humanitarian law in Iraq, as mentioned in the report of the Special Rapporteur of the Commission on Human Rights on the situation of human rights in Iraq,See A 57 325.

And in 2004, they developed a channel called Alhurra Iraq, which specifically deals with events occurring in Iraq and is broadcast to Iraq.

A harsh security situation in Iraq has confronted the new Iraqi Government.
