Also at the same meeting, the representative of Chile expressed the conviction that the peaceful settlement of the question of the Malvinas Islands by negotiation was the only means of solving that problem.

On this basis, the meeting prepared the attached provisional agenda for the meeting in Buenos Aires (annex II). Progress achieved at the meeting in Buenos Aires would make it possible for the Friends of the Chair to resolve many of the organizational and procedural questions that remained open.

Hope was expressed that the creation of the proposed Human Rights Council would solve the time problem, since it would be in permanent session.

The Special Committee hopes that the General Assembly and the Fifth Committee will address this issue at the fifty ninth session and with the aim of resolving it.

At its 13th plenary meeting on 10 October, the Conference, having considered further the rules of procedure, resolved some of the outstanding matters and took a further decision on the rules see Part Two, decision 1 COP.1.
