As a result of the work done, no significant matter came to our attention.

(a) Authorization of expenditures

As instructed, we have reviewed the procedures for the authorization of expenditures as outlined in the Financial Regulations of the United Nations and have tested on a sample basis if these procedures have been strictly followed by the Tribunal in all material respects.

The government must not overestimate how much revenue can be gained by the consumption tax increase, and thus how much of the budget hole can be closed. Moreover, it has so far shrugged off any concern that the tax increase might have a chilling effect on consumption, and thus on economic growth.

We have reviewed the procedures for recruiting engaging staff are in line with the Staff Regulations of the Tribunal and United Nations staff rules and selected for testing the recruitment procedures for one out of two new employees engaged in 2002.

According to the Treasurer, estimated unpaid corporate income taxes for 1996 constituted 10 million.

Government revenue collection agents in several counties informed the team that all taxes collected were transported to the Ministry of Finance head office in Monrovia.

Overall revenue growth was supported by an increase in customs duties anticipated to show 2.9 million more than estimated, producing 147 million.

To obtain AVE measures, NTB quantity measures have to be associated with estimates of import demand elasticities.

Missing information can thus introduce a downward bias on estimates of the trade impact of NTBs.

Price comparison measures can provide direct measures of price impacts of NTBs.

The framework is used to estimate the changes in trade due to the introduction of an NTB.

In addition, the measure would remain NTB specific, and assessing the full range of impacts of NTBs might be quite cumbersome, technically speaking.

The latter would be offset by a corresponding increase in the estimate of income from staff assessment under income section 1 (A C.5 53 45, para. 17).

Evaluations have shown that this proposal is insufficient to meet the taxation target within the scheduled time period and to prevent a temporary drop in tax receipts.

Last year, when Japan s Diet passed the legislation to raise the consumption tax, it included a provision calling for the plan to be reevaluated if economic conditions required it. When the Cabinet Office called upon 60 business leaders, academics, and economists (including me) to perform such an evaluation, more than 70 favored the hike.

It is estimated that application of the new staff assessment rates for Professional and higher categories of staff would result in a reduction of the estimated requirements for the biennium 2006 2007 in the amount of 48,890,000 under section 35, Staff assessment.

I estimate that the rise by two percentage points in the amount collected from employees corresponds to about 1.4 trillion in revenue over ten years. This serious revenue boost was not counted in standard reports, because the payroll tax holiday for 2011 2012 had always been treated legally as temporary.

According to projections by the Mission and international financial agencies, the net tax burden by the end of the year will be below 9.5 per cent.

However, a general approach to the measurement of the quantity effects of NTBs does exist and appears to be the most suitable for systematic and repeated estimation of NTB quantity impacts.

IS1.1 The estimates under the present income section comprise the global provision requested under section 35, Staff assessment ( 433,529,400), and that portion of the expenditure estimates under income section 3, Services to the public, relating to staff assessment ( 4,409,500).

However, serious conceptual and data problems are likely to arise in the estimation and interpretation of tariff equivalents.

In cases where import goods, entitled to duty exemption or reduction whose use is under the supervision of the customs, are transferred or used for other purposes for which customs duties shall be paid, the customs shall calculate the value of the imported goods according to the time of depreciation after importation, and levy import duties on them.

The MFN applied rates in 1996 show a relatively high degree of protection with regard to processed horticulture products the simple average of the tariff rates for these products is 15 per cent, far above the estimated average tariff rate for all imports of 9 per cent.

To place a cost to taxpayers based on the reimbursement rate estimates is highly misleading, Walters said.

Thus, additional hypotheses have to be introduced to infer an AVE from the estimated price gap.

The methodology used to estimate the latter also presents several drawbacks, one major one being that it can only estimate actual demand elasticity which integrates the possible presence of an NTB.

As regards the estimated reduction in requirements for staff assessment for the biennium 2006 2007 under section 35, Staff assessment, in the amount of 48,890,000, these will be offset by a reduction of a corresponding amount of income under Income section 1, Income from staff assessment.

But the fact remains that it is mostly impossible to tell whether a currency is overvalued or undervalued. Manipulation is not like the existence of a tariff or quota that can be verified by independent observers.

There is no income tax, and customs duties account for about 35 per cent of government revenues other significant revenue sources are company fees, land and stamp taxes, employment tax, a hospital levy, vehicle licence fees and taxes on hotel occupancy, passenger departures and cigarette sales.

Temporary tariff rate may be applied to imported goods within a specified period of time.
