We particularly appreciate the visit by the High Commissioner for Human Rights last July, the visits by various commissions to investigate the situation and the visits by Special Rapporteurs.

In the course of the visit, the High Commissioner had discussions with senior Iranian officials on human rights matters, among which was the question of another visit to the Islamic Republic of Iran by the Special Representative.

Advocacy is the main purpose for regional consultations and country visits, in which the Special Rapporteur meets with Government officials at the highest levels and with representatives of international development organizations and disabled persons' organizations.

29. One Government has established as a precondition for a visit by a joint mission of thematic special rapporteurs that they should negotiate the mission apos s terms of reference with it, including those considered as minimum terms contained in the annex to the manual for special rapporteurs.

However their promotion usually stops at the lower and middle levels the higher the management level the lower is women apos s participation.

II. Missions for the Special Representative

As a result, new elementary teachers with four year diplomas were still being hired at a grade level applicable to less qualified teachers and below the level granted to preparatory teachers with the same qualifications.

Progress had been made in that direction through the regional office in Mexico City and a number of visits to Mexico by the Director General, during which high level talks had taken place.

Regarding country visits, the Special Rapporteur recalls that in the first half of 2005, he undertook visits to Georgia, including the territories of Abkhazia and South Ossetia, in February and to Mongolia in June.

Welcoming the three visits to Myanmar by the Special Envoy of the Secretary General during the past year, and the visits by the Special Rapporteur, as well as by the high level team of the International Labour Organization, and the cooperation extended to them by the Government of Myanmar,

During these visits, the Special Rapporteur also met with the officer in charge of the Office of the High Commissioner and with the High Commissioner for Human Rights.

The Special Representative visited three provinces.

15. Regarding the visit of the Special Rapporteur, the Government reiterated that he would be invited to visit at an opportune time.

Certain information on this conflict led the High Commissioner for Human Rights to request the Special Rapporteur to undertake a mission to that area.

In particular, participants encouraged the High Commissioner to follow up on the field missions of special procedures in her direct contacts with States.

His visit was widely covered by the national media.

The percentage of women's participation, however, is particularly low in higher ranks.

Encourages the Member States to exchange high level visits with the Turkish Cypriot side.
