The housing cooperative sector is growing rapidly, with 265 cooperatives having 33,000 members.

Cooperative housing

This applies to rental housing, cooperative housing and single family houses.

The State Housing Policy (1996 2000) aims to transfer responsibilities for housing and settlement infrastructure to lower levels of government and to increase housing construction by individuals and cooperatives.

The Build together National Housing Programme being implemented through the participatory process includes new housing in urban and rural areas, upgrading and regularization of informal settlements, and community based cooperative housing and savings schemes.

The other half of the housing stock consists mainly of rental and cooperative housing.

The building cooperatives

There is a need for the further improvement of housing delivery through cooperatives and the development of new markets to enable access by low income groups.

Social housing measures

In Slovakia, the revival of special cooperative laws for the agricultural and other movements such as housing, consumer and producer cooperatives took place in 1988 and 1990.

Under established practice the social administration of the municipalities finds dwellings for persons and households that need them.

Housing associations are to continue as the main providers of social housing.

After 1985, with the advent of expanding State financing available for young families in the process of acquiring their first dwelling, their role has diminished. The cooperative tradition has, however, been kept going by housing cooperatives based on permanent tenant ownership along Scandinavian lines.

The Company for Habitat and Housing in Africa (Shelter Afrique) collaborated with ECA in the production of the Continental Shelter Atlas for Africa (1996).

Leasing housing is also a part of the Icelandic social housing system.

The Committee is also concerned about the continuing increase in rents and the privatization of housing and about the scarcity of adequate social housing units for low income families while the social fund established to provide housing assistance has been reduced.

Liaison and collaboration with relevant United Nations agencies and national and international housing organizations and entities engaged in promotional activities on housing rights in general and the realization of the right to adequate housing in particular

Efforts are made to privatize the housing sector by the transfer of responsibilities to private firms and the cooperative sector.

These include the allocation of public land for housing, undertaking extensive sites and services projects, regularization of informal settlements, a range of housing finance institutions, promotion of building materials and housing construction by the public, private and cooperative sectors.

In June 2004, a Regional Dialogue on Housing Rights was organized in Bangkok, in collaboration with the Economic and Social Commission for Asia and the Pacific.

The housing policy is placing emphasis on housing for young families, social housing, mobilizing foreign capital, development of a capital market for housing and the development of mortgage and housing insurance institutions.

These provisions are made because the local authorities as part of their social obligations are required to find housing for the families that cannot find a suitable home themselves.

Welfare, social security and housing

In Thailand, the National Housing Authority has strengthened the operations of the Urban Community Development Office to involve increasing numbers of communities in the improvement of shelter and living conditions in poor settlements.

Social housing solutions are delivered through a system of community, intermediate and funding organizations, operating within the national housing systems.

Housing in compliance 100 per cent

The Ministry of Housing, Regional Development and Environment is giving priority to the strengthening of community organizations for their participation in social housing production.

At the same time, the Government made efforts to increase the diversity of social housing and to balance the types of home ownership.

Issues being addressed include new legislation, affordability, regularization of squatters, high development standards, land management, gender issues, joint ventures and community partnerships, import content in housing construction and financing mechanisms.

Social housing now constitutes approximately 10 per cent of dwellings in Iceland.

The country has achieved a considerable improvement in housing conditions both in terms of living space and standard of dwellings but is now placing a special emphasis on increasing the production of rental and cooperative housing, increased renovation of existing housing, developing the housing finance system and promoting the stability of the market for rental housing.

In addition, the promotion of cost saving and land conserving housing developments the preservation and upgrading of existing housing stocks the strengthening of the cooperative housing concept and the promotion of self help to improve housing conditions are all to be emphasized.
