b. Supported Accommodation Assistance Programme

243. The following housing programmes are being implemented by the NHDA to assist needy families.

242. The National Housing Development Authority (NHDA) invited applications island wide for housing assistance in 1995 and 589,076 families have forwarded applications requesting financial assistance to construct new houses or upgrade existing ones.

281. Denmark does not receive international assistance for housing and human settlements.

(d) Setting up a mechanism of State assistance to the housing sector.

Also in 2003, the federal Housing Renovation Programs (Homeowner Residential Rehabilitation Assistance Program (RRAP), RRAP for Persons with Disabilities, Rental and Room House RRAP, RRAP Conversion, Emergency Repair Program, Home Adaptation for Seniors' Independence and Shelter Enhancement Program) were renewed for three years.

This agreement is negotiated between the Commonwealth and state and territory governments to deliver housing assistance.

Through the various housing programmes, 147,336 households and 235,669 households were given housing assistance in 1994 and 1995, respectively.

Rental RRAP, which helps to rehabilitate existing rental and rooming house accommodation (a stock that typically houses individuals at risk of homelessness) committed some 25,000 units, RRAP for Persons with Disabilities some 7,900 units, and RRAP On Reserve made commitments for over 6,900 units.

In 2003 2004, 3 million in funding for programs such as the Neighbourhood Housing Assistance and 2 million as the provincial contribution to the federal provincial Residential Rehabilitation Assistance Program continued to contribute to housing revitalization in declining neighbourhoods in Winnipeg, Brandon and Thompson.

As part of the attempt to provide access to suitable dwellings for groups with specially limited ability to pay rent, housing subsidies have been paid since 1967 as individual assistance with payment of housing expenses.

The Committee is also concerned about the continuing increase in rents and the privatization of housing and about the scarcity of adequate social housing units for low income families while the social fund established to provide housing assistance has been reduced.

The principal means of assistance to special hardship families was food support, with other assistance comprising higher hospitalization subsidies, emergency cash assistance, shelter rehabilitation and poverty alleviation initiatives, and preferential access to UNRWA training centres.

quot (ii) Increasing affordability through the provision of subsidies and rental and other forms of housing assistance to people living in poverty

251. Measures taken to ensure that international assistance for housing and human settlement is used to fulfil the need of the most disadvantaged groups are the following

For those whose needs cannot be met in the marketplace, CMHC provides housing subsidies to support Canada's social housing stock for low income Canadians as well as to provide housing assistance for those with special distinct needs under targeted initiatives.

(ii) Governments could provide targeted assistance to indigenous dwellers while upgrading living conditions in informal settlements, as well as in other substandard urban housing

The Government of Dominica placed housing and education at the top of its agenda and provided low income persons with opportunities for purchasing or rehabilitating their homes.

Such speculation has furthermore facilitated the development of eviction procedures which take no account of the human right to housing.
