The United Nations and its Office for the Coordination of Humanitarian Affairs (OCHA) play a key role in efforts to strengthen international humanitarian cooperation.

16. Reflecting these changes the Department of Humanitarian Affairs became the Office for the Coordination of Humanitarian Affairs, with a focus on three core functions policy development and coordination advocacy of humanitarian issues and coordination of humanitarian emergency response.

The Department of Humanitarian Affairs is responsible for facilitating the work of the operational partners in humanitarian assistance.

It will work to ensure that humanitarian needs are met as an integral component of the overall humanitarian endeavour.

The role of the United Nations in emergency humanitarian assistance is increasingly important, because its services are in great demand.

Strengthening the coordination of United Nations humanitarian assistance is required, because we have an obligation to supply help to those in need.

Indeed, the significance of recognizing a desirable objective as a human right is essentially the corresponding enforcement of obligations.

This is the opposite of what has been occurring in the major programme on human rights, fundamental freedoms and humanitarian affairs, where the shift has been in the direction of using staff resources to produce more formal outputs.

This working paper is not addressing the important question of the obligation to implement human rights obligations so as to prevent the violation of human rights law.

Poverty also prevents people from assuming not only their duties as individuals, but also their collective duties as citizen, parent, worker and elector.

India s government has attempted to draw a distinction between its humanitarian obligations as an asylum country and its political responsibilities as a friend of China. The Dalai Lama and his followers are given a respected place but told not to conduct political activities on Indian soil.

The Government contributed 50,000 to the relief efforts through the Office for the Coordination of Humanitarian Affairs.

In respect of the latter, in his capacity as Regional Humanitarian Adviser, extrabudgetary resources amounting to 581,000 were also made available in 1998 to the Special Representative for humanitarian activities undertaken on behalf of the Office for the Coordination of Humanitarian Affairs.

Reaffirms the role of the Office for the Coordination of Humanitarian Affairs of the Secretariat as the focal point within the overall United Nations system for advocacy for and coordination of humanitarian assistance among United Nations humanitarian organizations and other humanitarian partners

Reaffirming that all Member States have an obligation to promote and protect human rights and fundamental freedoms and to fulfil their obligations under the human rights instruments to which they are party, and reaffirming also the obligation of all to respect international humanitarian law,

While the rights are consistently set out as rights of individuals, the duties of States are in part formulated as duties towards minorities as groups.

Its main task would be to evaluate the fulfilment by all States of all their human rights obligations.

This debate has, in my view, reminded us of the importance of the humanitarian imperative.

Doing so will entail upholding the well established humanitarian principles of humanity, neutrality and impartiality, without which humanitarian agencies are unable to operate effectively.

As President of the General Assembly and former Under Secretary General for Humanitarian Affairs, I very much appreciate the fact that most speakers expressed appreciation to Under Secretary General Jan Egeland for his important work and the work of his staff, and I support the expressed need for the further strengthening of capacity building within the Office for the Coordination of Humanitarian Affairs.

The increased scrutiny and excessive bureaucratic restrictions to which humanitarian organizations were being subjected should not deter the international community from its duty to respond to the humanitarian crisis in Myanmar, as the ability to provide assistance when and where it was required and to assess needs was a key humanitarian value that all Member States were bound to uphold.

In Equatorial Guinea we stress a policy that focuses on the people a practical humanism that attempts to put a human face on democracy, justice, freedom, cooperation and globalization.

However, the close collaboration between UNHCR and the Office for the Coordination of Humanitarian Affairs had played an important role.

It is mainly through action at the national level that international human rights obligations can be translated into reality.

123. The Office for the Coordination for Humanitarian Affairs of the United Nations Secretariat, in collaboration with its humanitarian partners, works closely with the United Nations Mine Action Service on all issues of concern to the humanitarian community.

The United States is committed to strengthening the security and safety of humanitarian personnel, and we view the measures taken by the General Assembly as important steps in allowing United Nations personnel and other humanitarian workers to continue their critical work.
