The Fund apos s bond portfolio was helped by its overweighting in United States and United Kingdom bonds and an underweight position in yen bonds.

This was followed up by the launch of a billion dollar Asian Bond Fund.

The Asian Bond Fund 2 (ABF2) was launched in December 2004.6 ASEAN 3 is studying the feasibility of a Pan Asian bond index fund and a fund of bond funds, to provide cost effective, diversified instruments for investors.

Bond holders are to receive 456 million in bonds due in 2011 (with the same coupon of 9.5 per cent) and 574 million in bonds due in 2018 (with the same coupon of 9.04 per cent).

Upon the issuance of the bonds, the United Nations would invest the bond proceeds in a project construction fund account to be invested over the period of construction.

Total liabilities, reserves and fund balances

Given that the assets and liabilities of the Fund are expressed in United States dollars, it is appropriate to develop the assumptions by reference to yields available on United States long term Government Bonds.

Mutual Fund

The first would strengthen bond markets legal underpinnings, by introducing strong collective action clauses in contracts and clarifying the pari passu (equal treatment) provision, as well as promoting the use of GDP indexed or contingent convertible bonds. This approach would be voluntary and consensual, but it would miss large parts of the debt market and do little to support economic recovery or a return to sustainable growth.

However, the 25 largest funds in the United States invest mainly in United States instruments and have liabilities mainly in United States dollars.

The solution is obvious deficit countries must be allowed to refinance the bulk of their debt on the same terms as surplus countries. This is best accomplished by authorizing the issuance of eurobonds, which would be jointly guaranteed by all of the member countries.

The European Community, a member of the Common Fund, had never announced its withdrawal from the Fund.

So far, policymakers are talking only about exchanging old Greek bonds for cash (in buybacks) or new Greek bonds. It would be far preferable to exchange them for Eurobonds, backed by the full faith and credit of all eurozone countries.

Japan s public pension funds, which include the world s largest, have dumped local bonds at record rates. In addition to boosting investments in foreign stocks and bonds, they have now raised their holdings of domestic stocks for the fifth consecutive quarter.

Such analysis is prepared jointly by the World Bank and IMF, in collaboration with the debtor country concerned.

CAMBRIDGE Six months ago, I wrote that long term interest rates in the United States would rise, causing bond prices to fall by so much that an investor who owned ten year Treasury bonds would lose more from the decline in the value of the bond than he would gain from the difference between the bonds interest rate and the interest rates on short term money funds or bank deposits.

Stock exchanges are another source, as are tax collection foreign direct investment debt forgiveness, which also releases some money long term bonds borrowing and finally, pension funds.

After all, the European Financial Stability Facility (EFSF), created by the eurozone countries last May, is the largest CDO ever created. As with CDOs, the EFSF was marketed as a way to reduce risk.

And we came up with this idea of issuing bonds, press freedom bonds.

Only mutualization of debt issuance can generate the low (risk free) interest rate needed to enable these countries to put their public finances on a sound footing and lay the basis for a return to economic growth. All eurozone countries should, therefore, finance debt by issuing bonds that would be jointly guaranteed by all member states.

The Battle of the Bonds

The advantage of a par bond is that Greece s creditors banks, insurance companies, and pension funds would be able and allowed to continue valuing their Greek bonds at 100 cents on the euro, thereby avoiding massive losses on their balance sheets. That, in turn, would sharply contain the risk of financial contagion.

Bond lending involves diversified groups of bond holders, including domestic residents, and can be issued under different jurisdictions.

When Latin American debt was restructured in the 1980 s under the Brady Plan, these sweeteners were provided by the United States Treasury. This time around, the International Monetary Fund and the German government should fill that role.

Debt service coverage and bond interest

During the two year period, bond yields fell in most major markets and the Fund apos s total bond portfolio had a return of 3.6 per cent for the year ended 31 March 1997 and 7 per cent for the year ended 31 March 1998.
