In establishing a credit rating on a United Nations bond issue, the credit rating agencies would focus on the source and probability of timely debt service payments, in accordance with the terms applicable to the bond issue.

To counter the demand for dollars, the Central Bank swapped short term treasury bills to one to two year treasury bills.

The bonds can be sold to a worldwide market by insurance companies that incur major risks by writing policies. If the insurance companies can get a good enough price for such bonds, they can eliminate their exposure to the risk of a major disaster, thereby allowing them to issue policies to homeowners at a lower cost.

The second option offered a quasi par bond, carrying a discount of 30.6 per cent on principal, payable only in pesos, and carrying a low coupon also payable in pesos, a long grace period of 33 years and a final maturity of 41 years (until 2046).
