Children aged five to six are most numerous in pre school child care institutions, they make up 83 of the children of the referred age.

The rate of school drop outs at the primary school age is over 20 per cent.

In accordance with article 2 of the Children's and Adolescents' Code, a child is defined as a human being below the age of 13 years.

In permanent children's pre school institutions in 2003, there were 29,700 girls out of a total number of 63,000 children.

Children receive social care services at care centres for orphans, specialised social care centres for children and children's homes  shelters depending on their health condition and age.

Some 40 of five year olds and 60 of six year olds are in the compulsory pre school program, and there are 9.6 times more urban children in pre schools than rural children.

These services provide half day nursery services for children of preschool age, i.e. aged 2 to 5.

The homeless children in this group have no secure home.

The legal status of a child is then defined depending on his her age.

If the child is older than 14, his or her consent is necessary in all cases from the previous paragraph.

The scourge of drugs concerns school age children

56. The Convention on the Rights of the Child (General Assembly resolution 44 25, annex) defines a child as being a person under the age of 18.

The percentage of smokers increased with the age of children, from 12 to 14 years.

In 1999, the Government announced the development of a five year strategy for children in prenatal to early school years.

In January 1998, the Ministry of Labour issued a number of recommendations concerning labour of under age children.

When in detention, a child must be treated humanely and in a manner which takes into account the needs of persons of his her age.

The Committee emphasizes that a comprehensive strategy for early childhood must also take account of individual children's maturity and individuality, in particular recognizing the changing developmental priorities for specific age groups (for example, babies, toddlers, preschool and early primary school groups), and the implications for programme standards and quality criteria.

Children 14 and 15 years of age, as well as younger children, must not work on dangerous machinery or under dangerous conditions.

The Children's Health Care Programme includes measures for the benefit of newborn infants, nursing and pre school children and school children up to the age of nine.

There is documented evidence that indicates that indigenous children frequently start to work early, drop out of school at an early age and are at particular risk to end up in the worst forms of child labour.

Where information on age and sex is available, this indicated that 49 per cent were female and 51 per cent were children.

However, the minimum age limit stipulated for the participation of children in hostilities is 15 years.
