The Treaty on the Non Proliferation of Nuclear Weapons represents the only international instrument to limit the spread of the most destructive weapons ever conceived.

Nor does it emphasize the need to universalize the Treaty on the Non Proliferation of Nuclear Weapons (NPT) or put an end to such proliferation in all its aspects.

However, we cannot come to grips with this danger through the so called Proliferation Security Initiative (PSI), a non transparent and selective mechanism which limits itself to fighting horizontal proliferation, while ignoring vertical proliferation and disarmament.

Preservation of the integrity of the Treaty on the Non Proliferation of Nuclear Weapons regime

The Review Conference of the States Parties to the Treaty on the Non Proliferation of Nuclear Weapons (NPT) did not produce any substantive outcome.

The fairness of non proliferation must be self evident if the majority of countries were to support its implementation.

It also believed that the risks from proliferation of weapons of mass destruction could not be dissociated from the risks from proliferation of their delivery systems.

The current intense international concern about weapons of mass destruction proliferation, including potentially to non State groups, has added to the importance of the nuclear non proliferation regime based on the Treaty.

As the cornerstone of the global non proliferation regime, the Treaty had helped to slow, and at times reverse the spread of military nuclear capability, but had not been able to prevent it completely.

(l) The Review Conference should recognize the useful complementary role played by cooperative threat reduction initiatives in upholding the NPT norm, such as the Group of Eight Partnership against the Spread of Weapons and Materials of Mass Destruction, the Global Threat Reduction Initiative, the European Union Strategy against Proliferation of Weapons of Mass Destruction and the Proliferation Security Initiative.

The European Union Strategy against Proliferation of Weapons of Mass Destruction, adopted in December 2003, provides an important tool for addressing the threat of proliferation.

A. Nuclear non proliferation and disarmament, and other weapons of mass destruction

Underlining the importance of the Treaty and its universality to achieving nuclear disarmament and nuclear non proliferation,

The Treaty on the Non Proliferation of Nuclear Weapons remains the cornerstone of the non proliferation regime.

With regard to the issue of the proliferation of weapons of mass destruction so often addressed by certain countries, it is none other than the threat of existing nuclear weapons that has caused this proliferation.

The establishment of the Global Partnership against the Spread of Weapons and Materials of Mass Destruction is an important contribution to the enhancement of multilateral non proliferation efforts.

The United States is pleased to see the support given to the Proliferation Security Initiative and to Security Council resolution 1540 (2004) as useful new initiatives to combat the threat of the proliferation of weapons of mass destruction, including by non State actors.

The United States urged countries to support the proposed non proliferation amendments to the Convention, which would complement the NPT and strengthen collective efforts by the international community to combat the spread of weapons of mass destruction.
