These early signs of deglobalization of financial markets have their parallels in commercial banking, with some of the biggest global institutions retrenching rapidly. What other part of the corporate world has the ability to drive the global economy into recession, as banks did in the fall of 2008? And who else has an incentive to maximize the amount of debt that they issue?

Moreover, both Liikanen and the ICB favor structured universal banking legally separate entities with separate capital, management, and so forth rather than calling for its demise, as urged by those who want to split commercial from investment banking fully. For large banks, Liikanen would separate trading from deposit banking, while the ICB s proposals, which are now incorporated in draft legislation in Britain, would ring fence retail banking.

When banking is no longer so respectable, we lose interest in banking.

Third, the interaction between the shadow banking system and the global banks is highly concentrated, because the global banks act as prime brokers, particularly for derivative trades. Data from the US Comptroller of Currency suggest that the top five US banks account for 96 of the total over the counter (OTC) derivative trades in the US.

As the Central Bank of the country, the Bank of Zambia administered the Bank of Zambia and Foreign Exchange Acts and assisted the Government in regulating and supervising the operations of the Commercial Banks under the Banking Act.

Another feature of FDI flows to Africa is that they are largely concentrated in the oil and mining sectors.

The drive in the 1930 s to restrict banking activities occurred in many countries. In Belgium, where the first universal banks had been established in the early nineteenth century, investment and commercial banking were also separated.

And, as a result, banks are being hit with regulatory constraints that limit some aspects of their business. I suspect that if the industry had shown greater leadership on issues for example, excessive executive pay they would have found themselves in a much more favorable environment today.

The trouble is that, by 2010, the shadow banking system was about the same size as it was just before the 2007 market crash, whereas the regulated global banking system was 18 larger than in 2007. That is why the FSB report pinpoints the shadow banking system, together with the large global banks, as sources of systemic risk.
