The United Nations joined the Society for Worldwide Inter bank Financial Telecommunication to maintain secure, reliable and robust global communication links with banks to send payment instructions, execute payments and receive transaction data, such as account balances.

These early signs of deglobalization of financial markets have their parallels in commercial banking, with some of the biggest global institutions retrenching rapidly. Citibank and HSBC had gone further than most in developing a global footprint indeed, one can hardly get on a plane nowadays without being reminded that the latter is the world s local bank.

With the global account structure, and expanded banking products and services, bank charges need to be closely monitored.

The cautious answer would be that it is too early to say. Perhaps we are just seeing the beginnings of a changing of the guard, and that HSBC and Citibank will be replaced as global players by China s ICBC, Brazil s Itau Unibanco, or Russia s Sberbank.

Third, the interaction between the shadow banking system and the global banks is highly concentrated, because the global banks act as prime brokers, particularly for derivative trades. Data from the US Comptroller of Currency suggest that the top five US banks account for 96 of the total over the counter (OTC) derivative trades in the US.

Another feature of FDI flows to Africa is that they are largely concentrated in the oil and mining sectors.

The trouble is that, by 2010, the shadow banking system was about the same size as it was just before the 2007 market crash, whereas the regulated global banking system was 18 larger than in 2007. That is why the FSB report pinpoints the shadow banking system, together with the large global banks, as sources of systemic risk.

The fundamental problem is well known major banks have significant incentives to take on excessive risk. If their risky bets pay off, their stockholders benefit considerably, as do the banks CEOs and senior managers, who are heavily compensated in bank stock.

The SWIFT wire system is used by the Central Bank of Syria and the Syrian Commercial Bank (Government owned establishments) and by private banks in accordance with recognized international norms.

The GEF Secretariat receives administrative support from the World Bank, but operates in a functionally independent manner.

The global banking and financial services sector is the most sophisticated of all the trade efficiency sectors.

We urgently need to monitor and understand the role of shadow banking and the too big to fail banks in creating the global credit glut. Obtaining a full picture of global monetary and credit numbers and their determinants is a vital first step.
