47. At the request of Member States, ECA has designed a major project focusing on the development of customer standards for service delivery agencies in the public sector, and the promotion of customer service orientation among public servants generally.

172. The scope of collective bargaining has been broadened to include the service regulations of public sector officials of all categories the general staff regulations for the civil service and public enterprises, and the special regulations for civil service staff and staff of public enterprises.

In 2001, the African Public Service Ministers, meeting at the Third Pan African Conference of Public Ministers in Windhoek, unanimously adopted the Charter for the Public Service in Africa.

Encourages the United Nations system and Member States to celebrate United Nations Public Service Day in a more visible manner, and invites Member States to nominate candidates for the United Nations Public Service Awards.

The amount of USD 65 million paid to the National Committee by the Commission to date in respect of the original F3 claim can be divided between the family support payments loss and the public service expenditure loss on the following basis USD 56,321,417.88 in respect of the family support payments loss and USD 8,678,582.12 in respect of the public service expenditure loss.

Assistance to the Secretariat, the National Mekong Committees, the Commission and the Joint Committee will involve capacity development as well as direct high level technical advisory services.

In view of the key role of the International Civil Service Commission (ICSC) in determining conditions of service in the common system that affect the Organization s ability to attract and retain staff, the proposed re examination of the composition, mandate and functioning of ICSC will contribute to the success of the reform process.

The International Civil Service Commission (ICSC) should play an important role in the development of modern human resources practices and of conditions of service that responded to organizational requirements and to the diversity of operating environments.

The Committee acknowledges that the existing inadequacies of the public service and the high rate of population growth impede the full achievement and enjoyment of the rights recognized in the Convention.
