The following levels of vocational education have been established in the Latvian educational system primary vocational education secondary vocational education higher professional education.

All citizens of the country are guaranteed free general secondary and beginning vocational training, as well as, on a competitive basis (in the context of a State contractual award), secondary vocational training, higher education, and postgraduate education.

Higher education The Law On Education and the Law On Higher Education Establishments, enacted on 2 November 1995, provides considerable independence to establishments of higher education from the state.

Recently several private higher education establishments have been established.

As stated in the General Education Act, there are three types of education basic, upper secondary and higher.

Higher vocational education in the country is performed on the basis of general secondary, beginning vocational and secondary vocational education, and colleges of higher vocational schools and in State institutions of higher vocational education, including private institutions.

The State may not delegate its responsibility to provide public higher education services and recognizes and guarantees the right to a higher education of all persons who wish to receive one and who have the required training and ability.

Higher Education

Terms of admission to a programme of vocational education are determined by the respective educational programme.

Higher education is heavily subsidised in government institutions and there is no discrimination between men and women.

8.1.5 Higher education

Higher education starts after the baccalaureate and comprises three levels higher technical, also known as associate vocational, the bachelor's degree and postgraduate.

The draft Law on Higher Education is currently under preparation, while the Entities and Brčko District have adopted the following laws Law on Pre Primary Education, Law on Primary Education, Law on Secondary Education and Law on Higher Education.

The costs of such higher education are borne by the State for the State and municipal educational establishments.

One may also receive an education in State education facilities within the framework of State education standards on a competitive basis, as well as free secondary vocational training, a higher vocational education, and postgraduate vocational training if the given level of education is being obtained for the first time.

The acquisition of higher education in Latvia is regulated by the Law On Establishments of Higher Education, prescribing that every Latvian citizen, as well as persons who have permanent residence permits, enjoys the right to study at an establishment of higher education.

Upper secondary education includes a baccalaureate level and technical vocational education.

Vocational education after a higher vocational institution makes it possible for citizens to enhance the level of their education on the basis of higher vocational education.

With regard to the level of education of the unemployed (table 14.21), the women are better educated than the men, showing particularly good figures in secondary and higher education.
