It should always ensure that the process is one which is driven by the State concerned and by the key stakeholders within it.

The Social Forum, I think, could play a critical role in reflecting the views of stakeholders.

These include multilateral agencies, civil society, national stakeholders and the donor community.

And stakeholders with specific trade offs will try to influence the decision.
