The recommendations contained in the OIOS report (A 50 945, annex) concerning procurement handled by the Contracts and Procurement Service have been addressed by the transfer of procurement responsibilities to the Procurement Division of the Department of Management.

45. The Procurement Division (formerly the Purchase and Transportation Service) at Headquarters indicated that local procurement was not its responsibility and that it maintained data only for cases received from the requisitioning offices.

16. To improve overall management control of the Procurement and Transportation Division, the Board recommends that the internal control requirements in the modified structure of the Procurement and Transportation Division should be analysed and appropriate internal control systems established.

Many of these services were initially performed in house by firms but are now regularly purchased from or outsourced to outside providers.

The Administration stated that to a large extent the Procurement Division had been very successful in terms of procurement for Headquarters with regard to projects that were part of the approved biennial budget for requirements generated by the Facilities Management Division and the Information Technology Services Division.

17. The Administration has taken action to restructure the Procurement Division to enhance supervision and provide for appropriate delegation of authority and to improve internal controls in general.

Until an acceptable arrangement can be reached, some of these services will have to be procured though commercial providers.

Similarly, internal and external reviews conducted in the past few years on the role of the Inter agency Procurement Services Office (IAPSO), extended neither to other procuring entities of the system, nor to cooperative arrangements at the different duty stations at global and field levels, nor for that matter to the mandate of IAPWG serviced by IAPSO.

The former Department for Development Support and Management Services (now part of the Department of Economic and Social Affairs), whose procurement operations are now integrated into the Procurement Division, procured 24 million in 1997, with 35 per cent of that amount from developing countries, up from 29 per cent in 1996.

Within the United Nations system, the head of the Procurement Division is specifically responsible for promoting coherent and consistent procurement policies, practices and procedures designed to provide an appropriate balance between the Organization s interest as a whole and the needs of the requisitioning departments and offices in particular.

Notes the promotion by the Procurement Division of the voluntary principles of the corporate social responsibility initiative, the Global Compact, within the United Nations procurement framework, and requests the Secretary General, as appropriate, to report to the General Assembly for further consideration

The Procurement and Transportation Division was then renamed the Procurement Division, which reflects more appropriately the responsibilities of the Division.

The Procurement and Logistics Division is working with CIPS, the internal training cadre and the UNRWA training coordinator to ensure that training is offered and made as accessible as possible to all Procurement and Logistics Division staff in all locations.

UNPD and United Nations funds and programmes at Headquarters have adopted common procurement related financial regulations and rules.

The Procurement Division procured a total of 309 million in 1997, or 11 per cent of total United Nations system procurement.

The conduct of procurement in some countries may also be regulated by internal memoranda, circulars, letters of information from ministers and instructions issued within ministries or procuring entities.

Purchasing is now undertaken by purchasing assistants or officers integrated into the operational divisions procurement specialists in the Procurement Projects Division in Copenhagen or the Office s field personnel or UNDP Resident Representatives under delegated authority from the Executive Director of the United Nations Office for Project Services.
