Procurement by the Field Administration and Logistics Division of the Department of Peacekeeping Operations, including missions procuring under delegations of authority, amounted to 122 million, or 4 per cent of total United Nations system procurement.

Data is reported on the basis of country of procurement for goods and country of the head office for services.

IAPWG meetings held every two years in the developing countries and the business seminars organized in the developing regions by the United Nations Procurement Division (UNPD) appear to have afforded opportunities for increased participation of recipient countries in the procurement business of the United Nations system.

However, effective 1 January 1996, the Purchase and Transportation Service was restructured and renamed the Procurement and Transportation Division.

The recommendations contained in the OIOS report (A 50 945, annex) concerning procurement handled by the Contracts and Procurement Service have been addressed by the transfer of procurement responsibilities to the Procurement Division of the Department of Management.

The Administration stated that to a large extent the Procurement Division had been very successful in terms of procurement for Headquarters with regard to projects that were part of the approved biennial budget for requirements generated by the Facilities Management Division and the Information Technology Services Division.

6. As indicated in paragraph 11 of the report of the Secretary General, as part of the procurement reform, the United Nations Purchase and Transportation Service has been restructured and established as the Procurement and Transportation Division, effective 1 January 1996.

26. Repeat recruitment of consulting firms is monitored by the Procurement Review Advisory Committee.

The head of the Procurement Division also renders advice to, and at times performs procurement services for, other United Nations offices, commissions, tribunals, agencies and subsidiary organs.

82. During 1997, Procurement Division presented a total of 351 cases to the Headquarters Committee on Contracts totalling some 367.1 million, of which 61.6 million relate to cases submitted from local committees on contracts in the various peacekeeping missions and 28.9 million represent cases processed by the Division under its own delegation of authority.

Purchasing is now undertaken by purchasing assistants or officers integrated into the operational divisions procurement specialists in the Procurement Projects Division in Copenhagen or the Office s field personnel or UNDP Resident Representatives under delegated authority from the Executive Director of the United Nations Office for Project Services.

The Procurement and Logistics Division was awaiting the final version of the United Nations Supplier Code of Conduct, which was coordinated with the United Nations Inter Agency Procurement Working Group and now that the newest version is available, the Division is coordinating with the Office of the Legal Adviser to determine the best methodology for distribution and implementation of the contract to the UNRWA vendor community.
