It should be emphasized that the phenomenon of lower wages in the private sector than in the public sector only concerns manual workers apos wages, for non manual workers being higher in the private sector.

As the modern sector of the economy cannot absorb much manpower, there has been a significant increase in employment in the informal, non traditional sector.

Agriculture, however, although continuing to occupy more than 70 of the labor force in the country, contributes currently with little more than 31 for the GDP.

The Department of Supervision of Labor Laws of the Ministry of Industry, Trade and Labor supervises the enforcement of a number of labor laws, including the Employment of Women Law.

In 2003, female workers made up a large proportion of the workforce, i.e. 42 in State owned enterprises, 39 in the private sector and 65 in foreign owned enterprises.

The results of the labour force and manpower surveys, undertaken by UNDP and the International Labour Organization (ILO) in support of the Ministry of Labour, were released in December.

In this context the STPS has, within the area of its competence, designed and developed financial aid schemes known as Systems of Financial Support for Labour Mobility within the Country ((SAEMLI) and Abroad (SAEMLE).

In the view of the STPS education and training are fundamental factors in the development of the potentialities, skills, abilities, values and attitudes of the workers. Against this background the STPS is responsible for the framing of public policy on training for the men and women workers of the country.

In 1998 the sector contributed about 8 percent to the GDP and merchandise exports respectively, accounting for 25 percent employment of the labour force.

At the same time, manual workers apos wages in the private sector are much lower than in the public sector.

269. In labour terms, the subsector has the following characteristics

Greater dependency upon labour and commercial markets in Israel for those living in the closed areas.

However, the labor force comprehending men or women corresponds, in majority, informal workers (or non structured sector of society).

While there is variation in country specific conditions, job segregation between paid and unpaid labour, and within paid labour markets, continues to be globally pervasive.28 Gender differences in the labour market persist, even in the OECD countries, where women's participation in the labour force has been rising.

Developing countries should focus on building attractiveness at home by such means as, for example, strengthening the local enterprise sector and the skill endowment of the workforce.

And labor statistics women take up most managerial jobs.

Compared to 2002, the workforce grew by 24,000 men and 39,300 women, ergo women accounted for roughly 60 of the increase.

The Labour Department of the Ministry of Labour and Social Welfare is implementing a programme for working women to ensure compliance with labour law provisions, focusing on the social aspect of the Labour Code, and is also taking the necessary measures to enforce the law and to avoid labour problems and disputes.

The total share of female participation in the labour force in 2000 was 48 per cent, of which 54 per cent were working in agriculture.

It also established basic methodology for assessing intellectual and physical work.

As part of this amnesty... it will not be necessary for officers to do manual labor.

Nonetheless, the Ministry of Labour is currently attempting to ensure effective enforcement of the Labour Protection Act regarding equal opportunities and treatment by means of holding frequent labour inspections in order to be on guard for the practice of gender discrimination in the workplace.
