84. In 1992, the Ministry of Labour and Social Policy completed work on amending Part X of the Labour Code. The draft changes to this part were included in the draft act concerning the change of the Act Labour Code and the change of certain Acts.

In 2003, female workers made up a large proportion of the workforce, i.e. 42 in State owned enterprises, 39 in the private sector and 65 in foreign owned enterprises.

The Department of Supervision of Labor Laws of the Ministry of Industry, Trade and Labor supervises the enforcement of a number of labor laws, including the Employment of Women Law.

It should be emphasized that the phenomenon of lower wages in the private sector than in the public sector only concerns manual workers apos wages, for non manual workers being higher in the private sector.

The target groups include, for instance, workers in the agricultural, fisheries and forestry sectors, household workers and self employed persons such as drivers, farmers, and home workers.

What programmes and policies have been implemented by the Department of Welfare and Labour Protection, Ministry of Labour and Social Welfare's office on home workers, and are there plans to bring home workers and other workers in the informal sector under the Social Insurance Act?

The Labour Department of the Ministry of Labour and Social Welfare is implementing a programme for working women to ensure compliance with labour law provisions, focusing on the social aspect of the Labour Code, and is also taking the necessary measures to enforce the law and to avoid labour problems and disputes.

Most women are employed in the services sector, with a representation of 57.5 percent.

These include the Women Labour Research Center under the Ministry of Labour, War Invalids and Social Affairs, which has been renamed as Women Labour and Gender Research Center.

As for the distribution of female workers by occupation, the greatest concentration of female workers is in the sector of technicians and specialists, where it amounted to 46.4 per cent in 1990.

That issue would have to be addressed by the Ministry of Justice and Labour.

As the modern sector of the economy cannot absorb much manpower, there has been a significant increase in employment in the informal, non traditional sector.

(a) To prohibit, subject to the imposition of sanctions, dismissal on the grounds of pregnancy or of maternity leave and discrimination in dismissals on the basis of marital status

The prohibition or restriction of women's labour in such sections is governed by the List of workplaces, professions and jobs that involve difficult and harmful working conditions and at which the use of women's labour is prohibited.

Workers in the agricultural sector, which is part of the rural economy, have the characteristic features peculiar to the sector notably, the single females which it employs account for 62 per cent of the total female workforce and a further 30 per cent are married, which explains the high proportion of young girls in the women's workforce.

Nonetheless, the Ministry of Labour is currently attempting to ensure effective enforcement of the Labour Protection Act regarding equal opportunities and treatment by means of holding frequent labour inspections in order to be on guard for the practice of gender discrimination in the workplace.

The results of the labour force and manpower surveys, undertaken by UNDP and the International Labour Organization (ILO) in support of the Ministry of Labour, were released in December.

(i) Forced and bonded labour

Ministers of Labour and Permanent Secretaries from United Kingdom Territories participate in ILO meetings of labour and labour officials of the Caribbean.

The law on labour guarantees equal pay for equal work, i.e., for work of the same duration, intensity and difficulty.

At the same time, manual workers apos wages in the private sector are much lower than in the public sector.

There was a special department in the Ministry of Labour that dealt with foreign workers while they were in Lebanon.

The Code applies to workers in the private and semi public sectors.

This is part of the problem of employment in the informal job market.

20.2 Plans projects to bring home workers and other workers in the informal sector under the Social Insurance Act.

At the same time, it provided for the possibility of a reduction in hours of work in accordance with principles and to the extent determined by the Council of Ministers (art. 129 of the Labour Code).

Labour markets should also respond to the needs of older workers, who will become an important component of the labour force in years to come.

While women's unemployment is widespread, most of those who work are involved in precarious activities in the informal sector.

The Temporary Act on Military Service provides that alternative (labour) service shall be carried out in State labour detachments and in humanitarian and public services.

Gradual promotion of proactive legislation forms, in sectors where this proves more effective than reactive legislation, such as labour relations and the labour market sector.

This plan reflects the recognition of the importance of this sector in the national economy, since it employs 26 per cent of wage earners, 93 per cent of independent workers, and a third of employers.

The only exception is found in section II, concerning women and children working in agricultural and domestic jobs, which allows women, and minors between the ages of 12 and 14, to work in such jobs in accordance with the provisions of chapter II of the Labour Code (Working women and children) concerning working hours, wages, contracts and types of work.
