62. In spite of its limitations, the Uruguay Round Agreement on Agriculture has brought agriculture under comprehensive multilateral discipline for the first time.

Discussions to date have focused on definitions and principles, drawing on the Agreements on Subsidies and Agriculture.

On 13 August 1996, the Secretary conveyed to FAO those data required by the Compliance Agreement to be provided to FAO from time to time.

The convergence of agendas between the Ministry and peasant organizations concerning the implementation of the rural development strategy advocated by the Peace Agreements is an encouraging development which deserves support.

To conduct this program, the Agrarian Institute may enlist the cooperation of the different departments of the Ministry of Agriculture, the Agricultural Bank, and other government departments.

Similarly, IFAD has a long standing agreement with the Investment Centre of the Food and Agriculture Organization of the United Nations for the identification and formulation of investment projects in agriculture and rural development and for other advisory services.

78. In food and agriculture policy, FAO has intensified its activities over the past two years in assisting developing countries with integrating trade policy into an overall agricultural policy and in assessing the implications of bilateral and multilateral policy reforms, especially under the Uruguay Round Agreement on Agriculture.

The Food and Agriculture Organization of the United Nations (FAO) continues to strengthen its efforts towards institutional capacity building in the agricultural sector, assisting the Ministry of Agriculture, Forestry and Fisheries to develop an agricultural statistics system with the aim of providing agricultural and National Statistics Directorate staff with efficient methodologies for the collection, processing, dissemination and analysis of agricultural sector data.

The Ministry of Agricultural Development has begun to coordinate its work with that of non governmental organizations such as the Foundation for the Advancement of Women with which it has signed a technical cooperation agreement for increasing and strengthening the role of rural women in the agricultural development process.

The joint economic activity support for agricultural producers may be applied for by a commercial association if at least five of its members are agricultural producers and the area of activity of the commercial association is the marketing or processing of the agricultural produce produced by its members, and the sale of agricultural products produced by it and the sale of fixed and current assets necessary for the production of agricultural produce.
