Millions of Africans live in countries where there is ongoing armed conflict or the imminent risk of such a conflict breaking out.

It's a clash of temperament that's going on in there.

And yet, conflicts erupt and persist.

Secondly, much greater emphasis is required on preventing the outbreak of conflicts.

Such envoys work with member countries to carry out dialogue and prevent conflicts before they occur.
