The redeployment between objects of expenditure results in a net increase for posts of 55,700 and for furniture of 16,900, fully offset by a decrease in general operating expenses of 72,600.

The net operational budget estimates of 19,216,920 represent a net reduction of 2,295,450, or 10.7 per cent in real terms, i.e. at 2004 2005 cost levels.

The cost estimates for the period from 1 July 1998 to 30 June 1999 are shown in column 3. A breakdown by non recurrent and recurrent costs is shown in columns 4 and 5, respectively. The total cost of these proposals would have been a net reduction of 20,600 in the administrative costs, under the proposed UN UNJSPF cost sharing arrangements (see para. 204 (a) above).

Of the estimated total requirements, 5,974,900 represents non recurrent start up costs and 18,348,600 gross ( 17,497,900 net) is for recurrent costs.

To give an example, over the past three years the cost of net imports of oil for Panama has shown a 250 per cent increase.

27.9 The overall resources required for the biennium 2006 2007 for section 27 amount to 162,015,500 before recosting, reflecting a net decrease of 307,100 (0.2 per cent).

Common staff cost requirements have been estimated at 63 per cent of net salaries and are based on the actual expenditure patterns in the prior periods.

The net budgeted costs for administering the Multilateral Fund and the Executive Committee for 2005 were US 3,867,547.

The total change in the gross appropriation from 2004 2005 (after adjustment for security) amounts to an increase of 95.4 million, comprised of the net result of volume increases of 9.8 million and net cost increases of 85.7 million.
