A national export control system provides for effective procedures for licensing imports and exports.

The Bill, amongst others, makes provision for an improved mechanism of control, deals with the issue of import and export licences and the safekeeping of firearms.

With this Law, Croatia has established a system of regulations for export control assurance for dual use items and technologies.

This regulation is the export control legislation in force.

We have set up a comprehensive legal and management system on export controls. Our relevant principles and practices are basically identical to international practices. We have been actively developing relations with multinational export control mechanism.

The Weapons of Mass Destruction (Prevention of Proliferation) Act 1995 provides catch all controls for goods an dservices not regulated by the Prohibited Export Regulations.

Measures to prevent unlawful transfers of controlled goods and technologies included raising export control efficiency, strengthening international export control regimes, increasing their transparency and involving countries with nuclear technologies in export control regimes.

In cases where the imported materials for processing trade are bonded imported as per the State regulations, and the products manufactured with the materials or imported materials fail to be exported within the specified period of time, the customs shall impose import duties as requested.

In addition, regulatory procedures and measures have been adopted the objective of which is to control the import and export of firearms and issue licences through customs and security, provided that the weapons or their owners meet certain specifications and criteria.

The importation, exportation and licensing of firearms and ammunition are controlled under the provisions of the Firearms Act 1998 32, the Firearms Amendment Act 2002 12, the Customs Act Cap.

According to the National Inspectorate of Strategic Products Regulations on the control of chemical precursors (TFS 2000 26) an import license is required for the import of chemicals precursors (besides the export license requirement for the export of said precursors according to Council Regulation (EC) No 1334 2000 setting up a Community regime for the control of exports of dual use items and technology).

The Law on Export of Dual Use Items defines conditions for export of dual use items, competences of the government administration bodies in the implementation of the export of dual use items, as well as rights and obligations of the exporters.
