A change in the scale of assessments is overdue.

Collectively, the countries of the European Union paid 37 per cent of total assessed contributions, and therefore attached considerable importance to the methodology for determining future scales of assessments.

That would ensure that no contributor had to bear a higher per capita assessment than the largest contributor.

It also decided that the assessments for these Member States in the year of their admission should be deducted from the assessments of the former Yugoslavia.7 The assessment rates fixed for the four successor States during the relevant parts of the scale period were
