6. The current debate on the scale of assessments had been precipitated by the financial crisis created by the non payment of assessed contributions by some Member States, especially one of the principal contributors.

Should these supplementary estimates be approved, Member States would be assessed in line with the scale of assessments applicable for 2004.

With the new financial system to be introduced during the next 18 months, there will be scope for further improving the analysis and apportionment of costs.

The scale of assessments had nothing to do with the Organization apos s financial situation.

In principle, international solidarity and burden sharing should not be seen as a prerequisite for meeting fundamental protection obligations.

Mrs. ESPINOSA CANTELLANO (Mexico) said that Mexico's assessed contribution to UNIDO was to double in the next biennium, making her country the eighth largest contributor to the Organization.
