Staff costs, support costs and operating and other overhead expenses comprised 11.6 per cent, 3.8 per cent and 3.9 per cent, respectively, of the total cost of the project.

However, it should be borne in mind that these attributed costs constitute only part of the total costs of the activities, since the system of global reporting of other relevant costs (e.g. staff costs and communication costs) does not allow for the clear apportionment of all costs to each of the activities.

The United Nations returns a substantial portion of the overhead funds to the secretariat for the above purposes.

The cost of this work did not form part of the construction contract costs (see paras. 6 14).

The Executive Board, in proposing the share of proceeds to cover administrative expenses and registration fees to recover any project related expenses, may consider proposing lower fees for small scale CDM project activities.

The decrease in the revised requirement under this category would partly offset the increase under other items.

46. The United Nations Office for Project Services should assess and document, as part of the project acceptance process, whether the costs of delivering a project are likely to be met by the charges or fees set by or agreed with the relevant clients.

As to monitoring and evaluation, the Committee notes that this is part of the project implementation costs, and that up to 2 per cent is allocated for project evaluation.

The UNICEF share of the Malicious Act Insurance Policy and field security costs, which were previously budgeted under central costs for country and regional offices, are now shown as a separate appropriation line, under the heading of centrally shared security costs.

The report shows that member States have undertaken to contribute to the cost of certain projects.

44. Reliable cost data should be developed in respect of the various activities in conference services, and an in depth study of the cost of services should be undertaken to determine the average cost of each service.

As in the past, the bulk of the disbursements has been to assist in the payment of medical expenses, including hospitalization, and related expenses not reimbursable from other sources.

The parties may agree that the entire cost of the expropriation be borne by the project company, or that the host Government will bear some of that cost.

There are currently eight plans in the programme, the premiums of which are shared by the Organization and the participants under different cost sharing formulas.

Cost of the project in US

Following discussions with recipient countries, major cost sharing agreements have been concluded.

The total budgeted expenditure (at 2004 2005 costs) under contributions to the cost shared services has increased by 1,208,600 (7 per cent).

Applying the proposed UN UNJSPF cost sharing arrangements, i.e., the one third two thirds formula, to the additional cost of 1,625,200 (which excludes the training cost element, since such costs are borne entirely by the Fund), the one third share of the United Nations additional cost would be 541,800.

Costs are charged to projects, ensuring full cost recovery.

UNON was not able to meet these costs and therefore the Foundation and the programme support overheads (OHU) are assuming this charge.

The total cost of these proposals would have been a net reduction of 20,600 in the administrative costs, under the proposed UN UNJSPF cost sharing arrangements (see para. 204 (a) above).

13. Additional requirements of 313,300 under this heading were the net result of additional requirements in the amount of 961,400 for miscellaneous services, partially offset by an unutilized balance of 648,300 under miscellaneous supplies.

It was therefore agreed that, if the one third two thirds formula was a fair assumption for the reimbursement of staffing costs, it should also be used for the following costs that heretofore had not been shared computer, office space and audit costs, as set out below.

The available resources were utilized primarily on a cost sharing basis for the different activities of the council.

The administrative and operational services of intercountry projects are the real costs accruing to the executing agencies and are not a percentage of annual project expenditure.

These over expenditures were partially offset by unutilized balances under military contingents, supplies and services, air and surface freight and staff assessment.

Reduction in miscellaneous services pertains to lower than anticipated requirements for insurance, bank charges and freight.
