I have started preliminary negotiations... with a Russian representative.

For the moment, I wish only to make some preliminary observations.

The first step, a step by step approach, entails negotiations on a limited number of initial steps towards nuclear disarmament, with additional steps being considered once the first steps are achieved.

Services negotiations have focused on improving initial offers and rule making.

Its initial focus has been on the dynamics of international forums and the role of the main actors participating in multilateral environmental negotiations.

While calls have come from all concerned for the resumption of negotiations, it appears that the conditions surrounding such a resumption necessitate further clarifications.

Even after they were started, almost two years of the negotiations, in 1987 and 1988, were spent dealing with purely preliminary issues for instance, the definition of services.

But for the report, it seems Jerusalem is not an issue to be negotiated, but rather one for Israel to concede unilaterally before negotiations can take place.

During the initial segment from 29 September to 6 October, in addition to the CST meeting, the COW would advance negotiations on any issues that were not resolved at the first and resumed parts of the tenth INCD session.

Since the beginning of this year the Conference on Disarmament has experienced some problems related to its concrete work programme.

Uganda had made several concessions in the hope of accelerating progress towards that end.

That is, the Conference could seek to arrive at a consensus on those negotiating steps towards nuclear disarmament which might require a multilateral effort in the CD.

We will study the plan in greater detail in due course, but today I would like to make two preliminary comments.
