The preamble to the Constitution of 18 July 1999 recalls the attachment of the people of the Niger to human rights as defined in the Universal Declaration of Human Rights of 1948 and the African Charter on Human and People's Rights of 1981 and as guaranteed by this Constitution .

Similarly 40 rural women were assisted by a trained midwife compared with 31 urban women.

This figure is as high as 2,248 in one region, owing to a shortage of midwives, female genital mutilation or early marriage and early pregnancy.

The conditions are being created to attract qualified physicians to rural areas, and projects are being implemented to build midwife stations that include medical worker housing.

Several other measures have been taken, including the provision of more qualified midwives in each village and their delivery posts (or maternity huts) and the promotion of public awareness and support, through the Mother Friendly Movement and the Alert Husband campaign.
